There is no German patch but the German translation is in progress!

Just try it out. But I would say, that you have to play on min. settings and I think even then it could haev low fps. But you might also will recognize that on a low rig, the well known "stutterings", could be a bigger problem that the average fps. I've tried it once on a low rig, it was almost unplayable, but I think my rig was even worse than yours and it was Misery 2.0. Now, I think the textures are optimized...
