Sadly no, the issue is clear once you tag over to the AI - they queue up 30 ships in one port despite having hundreds of ports, which means that once they lose their navy they can take quite a few years to rebuild
But the AI can still beat the player if you don't invest into the lastest naval techs, and especially the UK and France can have hard to beat navies if you aren't quite a big country with a modern navy

Also forming the HRE as Austria is very alt-history, while the German Confederation literally existed IRL, Prussia didn't even want to unify the germans until the 60's because they just accepted Austria was the leader of the GCF. I tried fixing this but it's impossible, Prussia and Austria are just iredeemable enemies until Austria becomes Austria-Hungary

Portugal is just too poor at game start, if you play as them you'll see it. As for dutch i have no idea of how they can even go bankrupt, it's possible they have an event/decision that costs money, those often cause the AI or even players to go bankrupt. I don't think i'll give them a cheat event but i'll take a look if the dutch or portuguese have any event that costs money.
Anyways, i think Brazil can claim Entre Rios already after Cisplatina, and they like annexing Paraguay and Bolivia even without needing cores. And yeah i wonder how i can make the Brazil-Portugal union work without making Portugal just be better Brazil. Maybe a big cheat modifier somehow so they get immigrants, without changing capital to the new world, + negative immigrant attraction in mainland Portugal, and then they core all of Brazil but without brazilian accepted until like 1870 or later
As for Brazil, i think as a player you should just conquer Portugal if you wanna make such an union
About Austria, yeah i've been trying to fix it for a long time now. Prussia is often stronger than Austria but the austrian spherelings are really strong. Hopefully in the new patch it'll work
Also wtf you fight civilized Ottomans as unciv Persia? Never tried that, seems really hard. Although i guess if you attack with Egypt it might work. In my Persia games the anglos never want to sphere me, it's always the turks and russians fighting for influence and in the end they cuck eachother out of sphering Persia. But anyways i kinda like current Persia, when they don't get colonized they are quite strong and can even blob into the Ottomans by themselves
Also, from watching the AI fight the boshin war, it seems like if the Shogun is uncivilized, Imperial Japan doesn't even have to occupy much before winning, just from battles they win. But if both are civilized it's a bloodbath

Literacy in the game is not quite what literacy is IRL, and those countries were the backwaters of backwaters so giving them such high literacy would not make much sense
I'm against Japan turning Manchuria and Korea into states because Japan already becomes top 5 in industry almost every game, while IRL their industry was garbage until the 1900's. Basically i think Japan is already super overpowered in every game compared to what they were in real life
Eisenstadt was in the kingdom of Hungary, that's why there is no such choice. It's only in the Austria state so that you can take it if you so desire, but such a compromise seems more realistic. I am not quite sure, but i think that fascist Germany can get cores on it
