I don't know - It may come across that way, but its a very standard "The military may have your needs met, but it'll never meet your needs" Kind of response you see in most fiction that isn't pro-militarism.
Your authoritarian government for sure can do things (picard acknowledges that), but his comment is meant to point to what else is beyond that - what else is there for his daughter, a life in the military? A life where she can't challenge the system or may have her dreams bent to suit the ruling system? And what future is there for a ruling system driven by the need to conquer to satisfy itself?
Though, at the end of the day, you get what you want from it - though Picard has always been a character whose been about bettering the self, and that's not always been without detriment to himself.
