Found an issue with the soviet union country history file:
primary_culture = Russian
culture = Ukrainian
culture = Bielorussian
it needs to be:
primary_culture = russian
culture = ukrainian
culture = byelorussian

You can basically copy the decisions into GFM if you have a little experience with modding
