Try this:
0 - Ignores the module CORE_1.0.big
1 - Open DELTA_1.0.big.big ( or OMEGA_1.0.big / YPSILON_1.0.big) with "FinalBIG"
2 - select and delete "Gamedata.ini"
3 - "File -> quick save".
deleting this file, the camera angle should go (Use original maps, unmodified) :)

NOT RUN "CNCFalloutNE 1.0", otherwise the mod will not work.

Perhaps that is the problem, you're confused. This addon does not work for singleplayer campaign maps or tutorial map.
The new zoom works only for the four original multiplayer maps of TiberiumEssence:
