Not at all. This game menu is the first thing that will pop up when a Red Alert: Origins multiplayer scenario is loaded. That means the menu is inside the map and the menu background will display the actual map terrain.
Yeah, I will eventually switch from instant to projectile-based attacks. That will not only make the attacks dodge-able by moving units, but also make it theoretically possible for tanks to hit concrete walls standing in the way.
Yes, but that would set the highlight cursor for that unit for all players. I need to change both the normal and highlight cursor for a single player only, which is not currently possible.
No, you can not actually. The catalog function cannot reach the cursor data. This is what I hope Blizzard will fix in a patch or expansion. That, or giving us a native function to handle it.

Because Red Alert is and will always be my favorite Command & Conquer game. Also, it's smaller than RA2 and TS and I don't feel like starting something I can't complete.

This is in fact on ultra settings, but as I wrote in the description they're all missing shaders and textures. Hence the bland clay-ish look.

I'm more worried about Starcraft 2's script limitations honestly. But if I'm careful with arrays and optimizes everything, there shouldn't be any problem.

I'm sorry, but The Frozen Throne offers superior mapping capabilities over Reign of Chaos. This map would not be possible within RoC.
For general mapping, you'll need the Warcraft III World Editor (Comes with the warcraft III RoC/TFT CD). It allows you to change almost every aspect of the game. I also recommend downloading the newest JASS NewGen World Editor (3rd party tool) from www.Wc3Campaigns.net..
For modeling, 3D Studio Max 4/5 with the Blizzard Art Tools is highly recommended. The Art Tools is a plug-in for 3DSMax 4/5, allowing you to easily export scenes into warcraft's model format.
For texturing, you could use any tools capable of saving images in TGA format.
