This is because you have buged version of the patch or mission.
When i converted this mission from 1.802 to 1.85 it didnt want to end i found that only later when i allready publish the mission.
Download latest Falcon Rising E3 patch and latest version of GLA campaign.
ECA and GLA are for Falcon Rising, USA and Russia campaignes for 1.85.
Join the group read group info and you will get a lot of info about patch and missions. Anyway is better to ask questions there because you will get answer in matter of hours instead of here you will need to wait for days or weeks i am dailly on facebook but rarely here.
