also I forgot to mention, make a line break at the end of the user.script.txt, ie. create a blank line at the end of the command ( mod "[NAME OF .PACKAGE FILE].pack"; ) example:

line 1:mod "[NAME OF .PACKAGE FILE].pack";
line 2:

and also if you are trying to load multiple mods, you must load them in descending order from top down. example:

line 1:mod "NUMBER_3.pack";
line 2:mod "NUMBER_2.pack";
line 3:mod "NUMBER_1.pack";
line 4:

1) download the mod and put the .package file in the data folder in your installation directory (usually C:\Games\Total War - Rome 2\data)
2) press WIN+R to open run dialog and run "%appdata%"
3) open The Creative Assembly, Rome2, scripts and create a .txt file named user.script. in this folder and type what's in the brackets: ( mod "[NAME OF .PACKAGE FILE].pack"; ) and replace what is in [] with the name of the .pack.
4) run rome2 and it should work. If not, check ur settings in the main menu and check off load user script in the mod settings.

I've been hoping someone would create an ancient Middle Eastern warfare mod ever since Warband came out. I used to follow the "Shadows in the Desert" mod, but sadly it's been dead for a while. Good luck on this.
