A *lot* of new mechanics, a better UI in many respects (Many hidden abilities before have an icon showing what they do, you can actually see what you're getting when buying PD, etc.), several new nations.
Some examples of the new mechanics: National recruitables without a fortress, finite ritual ranges, modding capabilities have been vastly improved I hear with which that entails, able to set ingame teams with the Disciples mode, the Thrones system (which are capturable sites that offer various global effects for you), global events! Really, the list goes on and on about what's added; There's also an improved AI if you happen to be a singleplayer player mainly.
