Honestly, I never knew how internet system in China works since you said you use BBS system.
Internet system in China is more likely a Large-scale LAN.
Cause all the things we Browse on the Internet are control by the government.
So,if i want to chat with you directly, i need buy a personal VPN to change my IP,then i were free to connect with the international Internet.
But,in the steam,we can directly chat or play with the Foreign friends.
Still something we can't do in the steam, like browse the Steam workshop needs VPN.
Without VPN, we can't use everything,like facebook Twitter or YouTube ...anyother things, they all needs the vpn.(if we want to contact with the world ,we need to buy the personal VPN)
Including changing IP via buying VPN?
Does it mean everytime you enter one or two sites with chatting system you'll have different IP?
When i said the “BBS”.
Is more likely to mean the “internet forum/online forum”
I think this website is more likely a forum.
We call the forum as BBS（the short name）in China.
Something like that ： 百度贴吧（Baidu Post Bar） or 天涯论坛（Tianya Forum）
