From my personal experience, this is a point of contention that has always stuck with the franchise even since Tiberian Dawn, which is that some if not most of the units are too versatile, to the point that devs tend to make units more specialized when it came to the later titles. Even with that in mind, some units can still be highly versatile, like the Pitbull you've mentioned is still effective against both air and ground vehicles, as well as buildings after upgrading, so Refined would not prioritize in making units more versatile at the moment. Of course, some compromises might be made in the future, like maybe introducing new unit abilities which allow units to deal with emergent situations.
