You can customize spawn weapons and ammo for each perk and level in ScrnBalanceSrv.ini. Look for SpawnInventory lines.

Theoretical - yes, 255. In reality, you can't reach more than level 70 (or 72) due to integer overflow in xp storage. Same applies for ServerPerks too.

You can't change configs while the game or server is running. If that isn't the case, then most likely you have installed Killing Floor into "Program Files" directory and you need the admin rights to make changes there. Launch your text editor as an administrator or reinstall the game into a different folder (Steam -> Settings -> Downloads -> STEAM LIBRARY FOLDERS)
