i made an asset extractor that ports content from UFO and TFTD over to TTS. its posted on github here: Github.com
it currently sets up units, terrain, and sprites needed for battlescape combat.
theres also some generic GUI assets included that you can extract into your game.

i contacted the dev earlier this year and he doesnt want to release it due to legal issues, which i understand.

there were videos of it on a youtube channel, but the developer said he was never going to make the update publicly available and got backlash (understandable). videos of the update are now gone...

apparently the game got a update recently in 2022

Is it possible for you to contact the original developer of the game to start it up? From what people are saying, there shouldn't be a reason to not make this game unless you simply dont want to.
