They are, though Valve tends to use a dome-model with clouds and stuff on it in the 3d skybox.

I'm not sure about animated skies in Tremor maps, something that's nice about this kind of map is that everything is very clear and visual pollution is minimal, if it's moving it's either shooting at you or something you should pick up. Animated skies would detract from that clear-cut world and kind of gameplay.

There's already at least one 1337 jump on this map that I personally love. Hopefully Nova will add some more.

I'm starting to think that too. At least, the sky will be less blue.

Yes, it is a jump pad. Sends you flying to the highest point in the map.

Rockworks is actually a smaller map, but it's pretty fun.
