It should, as it was developed exclusively on Windows 7. Is XNA 3.1 installed on your system? I'm not sure how much I have control over, as Desura installs the game.

Did it not install the XNA framework for you? I'm afraid there's not much I can do about how Desura handles installation.
Try downloading and installing the XNA 3.1 framework over again, and possibly checking your installation folder to make sure that all of the files are there. Send me a PM or an Email with details, and I'll try to work through this with you.
The game was originally a silly idea for a class, as I had to design a menu system in flash for a final project, and I designed a really old version of the game's menu. The idea itself felt so charming that I had to revisit it a year later.
I don't have Linux, nor any way of making XNA cross-platform right now. So there's not currently a plan for it.
I had been working on this game for quite some time before nyan cat, so...no.
I actually started development late last year.
That's sorta the feel I was going for :)
