It is difficult to play Allies againts Soviet, but it is very easy when you play soviet againts Allies...
Dude, can you swap Hijacker to Latin Confederation and Mortar Quad to Scorpion Cell? Mortar Quad are excellent unit for Scorpion Cell tactic (Hit'n'Run) because they are fast, accompany with their Speeder; Hijacker excellent for Latin Confederation tactic (Harassment & Sabotage tactics)

- Fix the carpet bombing? Their bombs lands too late on target ._.
- Long range artillery need slightly more range
- Longer range for sniper
- self defense machine gun for long range artillery with machine gun on it (like Msta artillery, Paladin, etc) They have MG on it
- Light machine gun for the Kirov Airship for self defense againts enemy plane (they are very ultra slow and expensive)
- Need "Laser Designator Unit" or "Artillery Spotter" for long range artillery, so they can fire at the target at longer range or maybe unlimited range and (slightly) more accurate
- Need more Anti Air unit variation (non-missile) for Allies
