put the folder (in the zip file) to the sourcemods folder which is on steam/steamapps folder, but if you don't have sourcemods, create it, also download Source SDK Base 2013 Singleplayer that's on steam

Do you mean the link to the mod? or the game? for the mod, there is no link because it hasn't been finished yet for the game welp you need to buy it but if you want the price to be cheaper wait for a steam sale, and tomorrow we will get a steam sale
