In the 1836 startdate i saw USA had 4million of population but when i start playing i saw the number change to 20million of population, i'm not sure with which countries it is but there is a lot of difference from the usual 1836 startdate

Hey, i started playing as mexico, and i was interested but i saw that forming the latinamerican union have the Capital in Panama City, that province have connection to 2 oceans, so i just wanted to know if there is a way to change the Capital to other province as mexico city or another one :(?
I also see, the countries have a lot of population or why usa starts with too much xd?
