Yesterday I read a lot about south Slavs and I regret that I didn't do it before. Carantania existed until 828, so of course I will add it to the 769 start date, automaticaly at war with Bavaria due pagan uprising in the same year.

An interesting idea, but unfortunately buildings in ck2 don't work like that, and modifying the entire holdings system isn't worth the effort.
Perhaps, but Serbia and Croatia are rather ethnically homogeneous, they have castles in 769, and are cut off from the rest of the Slavic world, so my priority will be Western and Eastern Slavs.
"De Administrando Imperio" claims that White Croatia was located between Bavaria, White Serbia (Lusatia), Hungary, and was subject to Otto I, the Holy Roman Emperor. But which provinces will they occupy then? Moravia? So I chose theory which, in my opinion, would balance the strength of Slavic tribes in this region.
