I suggest using a player unbuildable building as Prerequisite for workarounds:
You could add a new Techlevel=-1 building(power plant,barracks or something else)that AI could built,then set all AI only buildables using normal Techlevel setting with the needs of this unbuildable building as Prerequisite.
This could reslove the AI build them all whatever the Multiplayer Techlevel settings is.
Edit:And make sure this new building cannot be captured by the player.
I haven't tested Soviet 3 yet and didn't notice any difference in other missions.
Allied 4 crashed on the loading screen
Destory the Sentry Gun on the top left of the map in Allied 8 cause the game to crash
Oh I forgot to tell you some Allied mission the newly added Tech Buildings are not captureable
Allied 4:Destoryer cannot attack the target on the cliff,cannot build shipyard anymore
Soviet 2:Cannot build shipyard anymore
no more details,I don't know why the Allied battle lab was not being sold,at least I have recorded on that time

Allied 6:Get overrun in the beginning
Found two singleplayer-mission bugs
Soviet 3:mission failed due to the Allied battle lab not being sold causing AI don't have any space to build a physic beacon
Soviet 4:Cannot complete the mission at all,probably the airfield was the issue when they have been sold causing GIs appeared outside the map.Also the civ building was missing on the top of left corner of the map.
bug report:gensis refinery unloading animation is not fixed.
according to the author's early said,there's tech tree issue and build icon issue to it.And he cannot to change it now,and yuri prime cannot mind control any buildings in c.3 now.
It is intend that engineers are not allowed to capture enemy buildings.

I only remember the clear the icon is "Fair" with a round yellow button background,the effect is let emeny attack themselves.
I suggest not every supplies are full in the map,while Tournament Desert's a bug anyway...but truly is interesting when playing this map online.
General Power "Fair"(maybe this name)will cause a mismatch when you use the second time,does it fixed?
My meaning is only GDIPOWRUP and GDIPOWRUP2 is enough,let both upgrade building exists in PowerPlants= .
Anyway GDIPOWRUP3~GDIPOWRUP6 is useless.
About the GDI's AI's Base building,I hope you disable GDIPOWRUP3~GDIPOWRUP6,and put GDIPOWRUP2 to PowerPlants= ,that will make GDI's AI build two upgrade correctly by using NP's power plant select system feature.

In the past I made a map for EASB Alpha.
the map was changed by Tanya's Trainning Ground,expand it to a 8 player team game mode map.
In the middle of the map,a gap generator called radar provides 127 gap radius and cost 10000 power(have 4 pill-box guraded),also a 500 power production tech power plant can be captured,the map also have some turrets can be captured.
but only different is all things on the map can be destoried or captured
I hope AI can capture the weapon and defend it(map AI trigger with waypoint.maybe buggy)
