It seems so :( , but I consider it quite finished, there are no major bugs or balance issues. I've played some 200 hours on this version already and it only crashed like once or twice.

What do you mean? To build Factories as Russia you just need to switch to Reactionary party. Or any other party with State Capitalism/Planned economy policy.

I'Ve spent some 100 hours on this version of HPM alone and never noticed any of these odd bugs. However it could be something wrong with your mod (-> checksum). I've noticed that the checksum is sometimes different when you do a clean install - delete mod folder + all files in HPM documents folder and saves, instead of just deleting older HPM mod folder. I've had similiar problems once, but reinstall solved it.

Regarding Fiume/Banat issue - I saw it too, I don't think it's a bug, just AIs not being random at all and always preferring the same thing. If this happens to NGF everyone is obsessed with releasing Mecklenburg. :-)

Yes it happens a lot now :/, probably something to do with new AI research decisions. They seem to favor Army/Culture over everything else now. Russian AI for example almost never research anything in commercial and industry at all entire game.
It could certainly use some tweaking, still it's a bit better than before.

Hi, I've noticed a bug lately with Poland Uprising.
If you, as Russia, release Congress Poland as a vassal (to avoid crisis), and Poland Uprising event did not fire before that, if a CPoland then gets a lot of rebels it may still trigger it.

It causes Congress Poland to lose all cores and declare war on "Poland", which does not exist however.

Wow this version is almost like getting an official Paradox patch! (probably even better)

I played many older versions of HPM and this one is really different.
The AI is now really better at choosing techs (no more Russia 5/30 army tech in 1900). They also seem A LOT better at not going into huge debts the moment the game starts, might be the work of the new tariff mechanic.

For example Spain now seems able to remain a GP, and is not being constantly thrashed by the rebel spam.

Really awesome job, considering you (claim to) work on this alone. Keep it going. :)

I've seen that in earlier versions too. But to be honest, I don't think that either result is in any way significant. Ottomans decline sooner or later, with or without Egypt.

And if the GPs don't break it free, rebels do.
