We are working on the android release but we can't give you an exact date right now. As for the specs, we've tried the game on low end devices and it plays out very smoothly with no problems.
Meaning 512Mb or RAM should be enough.(even 256Mb might be enough but we need some more testing).
Our game was originally designed for the 3GS which is a 256Mb single core device.
