I fell like expanding the New World is a bad move...

Here's why :
You make the Old World feel emptier and emptier. Estalia is flavorless as is Bretonnia and it's border with the Empire. Dwarf holds are missing and the Empire is becoming a clusterfuck with its electorate.
Now, by expanding the New World, you had to remove some elector count and many regions in the Empire. It's becoming a mess, why even bother with elector count at this point ? If you remove some, might as well remove it all... Or maybe compress them further in 3/4 factions representing the main religions ( Ulricans would be Middenland, Hochland and Ostland, Taalites with Talabecland Ostermark and Stirland, Manaanites with Nordland and Marienbourg loyalists and Sigmarites with the rest). Even then, it's weird.
With Médiéval 2 being very limited by it's number of culture/religion/faction/region, you must make a choice. You can't have all the Warhammer world and be happy : at the end you will have every faction yes, but they will lack flavor, known location. At some point Kislev might as well be a 4/5 province nation. And then what ? Would a Kislev player have a happy, very fun run ? Maybe, but I don't think so.
A dwarf player wanting to settle grudges and retake the holds will be quite ****** off that 4/5 are missing just because you wanted clan Pestilens in Lustria...
I advocate for 2 campaign maps
One with the old world only. As for the 1.5, you would earn 25 regions that you can redistribute around the world. Even, why not, expand a bit south and east to have the foothills of Mourn Mountains and Tlaqua in Southland's (thus you can keep Lizardmen around while Dark elves would be raiding near Norsca and High Elves land an expedition in Albion to help humans) ==> a little bit like the East and South Border of the Crusader Kings 2 map mod : Geheimnisnacht.
The other one would be focused on Ulthuan/New World with Old World settler (Empire, Border Princes, Norsca)
I understand that you mod maker want to include a maximum of factions from the lore, have a every bit of fan of the setting to be happy... But on the contrary, by spreading it to much, you might end up satisfying nobody
