I had this exact same problem, and I got it fixed. Try this:
Make sure you've opted in to the 'upcoming' Beta of Source SDK Base 2013 Singleplayer. Then, in the "Set Launch Options..." screen, type in "-allowdebug" without quotes. It should run without a problem.
