I created this environment based on photo reference and it is rendered in UDK. The city was modeled in large chunks in 3DS max and then imported into UDK separately. When I work, I go back and forth importing and making sure everything looks good in engine. The textures are mostly tileable and all of the content was created by me except the hemisphere mesh for the sky (borrowed from UDK's library).
