figured it out. when you copy the nehrim files to your oblivion folder you dont copy them as one file but dump everything in the nehrim folder into the oblivion folder

Oblivion bought from Steam, the goty edition. Followed the readme to the best of my knowledge but the nehrim files are not appearing in the data files screen.
