i can't unlock tanks. It just says you need to unlock tank Armour, but that's locked as well. How do I solve this?

Hi, great mod and I have spent time installing it, but now, playing as Germany i keep crashing on the exact date of 31st of July 1936. How can I solve this and what is the issue.
