This is intentional.
It is understandable it doesn't come across yet due to the current lack of options and varied levels, but this game is intended to be a slower, simulation style game where you have to make informed, tactical decisions rather than relying on twitch reflexes.
As the FAQ states, there probably won't be a version that's the definite "finished" game. It will simply continue being developed as long as people have interest in it.
Thanks! While the gameplay is already quite solid, it does still need quite a bit of fixing, mostly just polish to make it feel more satisfying.

Yup, I am aware of all of these.
Except for the starter tools, you can currently not carry more than one weapon.
As for a better place to report, I have setup a forum. There's also a website at ultimate-gamer.org
But sadly there's no activity there yet.
It uses DX9, so if you can update that specifically, that should do it.
Note that the latest DirectX is a version of DX11, updating that won't actually update the older DirectX's.
You can also try to download the .dll standalone.

Sounds like you need to update your DirectX.
For now, the construction sites are going to be static.
There might be some things you can place yourself in the future though.
Units are given over time depending on how much reputation you have.
However, early game is quite un-balanced, but we are trying to fix it for the next version.

While I do not mind someone picking up where I left off, I do not appreciate you using my content without even mentioning it to me.
If you'd asked I'd even given you the source code.
The thing is, your mod is a duplicate/Unoriginal, this is against modDB's rules.
I was open to giving you permission to use my work, but when you take the route of outright deleting my post instead of asking, then of course I will not let you use it.
Is it so difficult for you to just talk to me instead of putting your fingers in your ears and covering your eyes shouting "LALALALALA" and pretend I don't exist? I am not asking for much.
