Zombie Panic Source or No More Room In Hell don't use any copyrighted material, while GoldenEye: Source is using the James Bond franchise which is copyrighted by MGM, Danjaq, EON, etc.
For a safe release on Steam we'd have to get rid to anything coming from the James Bond world such as him himself, some of the guns, gadgets, locations, etc. So it wouldn't be GoldenEye anymore but a generic arena game with gameplay mechanics from the classic.
We can't accept donations for this project, even less start a kickstarter or gofundme. We have the forums where developers can sign up for trial. All the tools we use for this are available for everyone, but you can't simply create singleplayer without starting all over from scratch.
Singleplayer is just not in the plans for this mod, you can check GoldenEye 25 which is a singleplayer remake on Unreal Engine which aims to release in 2022 made by a few old devs from this.

No, GE:S is standalone. You just need to download Source SDK 2007 Base from Library - Tools on Steam.
That depends on a lot of factors. There's respawn invulnerabily for example, which makes you invulnerable for any shot for a short period of time or until the player shoots / picks up an item.
Then, if you deal a high amount of damage in a short time, the invulnerability time will kick in for a bit protecting the player from further damage for less than a second, so it may that.
You also have to take ping, loss, lerp, and tickrate into account. That depends on the server.

Brightskins won't be added to GE:S just because a few games have them.
You should also stop going back at calling them "competitive" or that it'd make the game more competitive because Quake uses them, they're basically the only mainstream ones with full brightskins that are valid for competitive use.
Does Counter-Strike have brightskins? Overwatch? Halo? Unreal Tournament? Rainbow Six Siege? Call of Duty? Hell, as far as I know not even the latest Quake game features brightskins.
Sure, half of those aren't even arena games but they're competitive games at its core, and none of those have full brightskins.
Stop trying to make this an official thing seriously, it won't happen. You have little idea of how the competitive of GE:S works it seems. Keep using them to give you an unfair advantage over players that don't have them, that's your issue and admins that know it will take whatever action they want on their server.
Oh and don't say you perform the same as before, I don't care if you do. It's still unfair advantage as you'll see players faster than any other thanks to the blinding brightskins. It's also your fault if you use other stuff to make your game darker.
