Use the slower v1 less squads active preset, then set min_faction_respawn to 80 and max to 160 for every single faction. Works for me. I just conquered the whole north of the zone as Monolith and only had a few issues. The fortified checkpoint in army warehouses still had about 100 mercs and freedumbs, but I just lobbed a few M203 grenades at them to thin the herd until my framerate went back to 60.

No matter how high I set the respawn time, the mod eventually spawns thousands of stalkers. They crowd the bases with no respect for the population limits (a base with 5 max population can apparently hold 10 squads or more), slow down the game and inevitably cause a "not enough ids" crash. Also, enemy faction bases often lose their patches and instead display a red circle, just like the earlier versions of Warfare. When this happens, you can no longer view the squad count of the base.
