For such a massive localization project, I think you will find useful an online software localization platform that will give project managers all the right tools to streamline the translation process and translators an intuitive workspace to do their part of the job.
I vouch for Poeditor.com in this sense.
One can add an unlimited number of languages and collaborators to the projects. The API is also a real time-saver, it automates things a lot.
