Well, you have a few options (warning, Spoilers):

1: go normal on Duty-Story and hope it works. Maybe make a save befor you start.

2: do the normal Sinner-Story and THAN try to join Duty. Worked for me.

3: go "Deeper in the Mines" and make contact with the sinners. Than leave the mine as said on your PDA. You will get the "Contact Sakharov"-Quest and so you can play the normal Main-Questline.

Than you can go to the bar and try to join Duty, without working for the Sinners. Duty-Quests will still be mixed up and maybe you can not complete the last quest. Also, you will have the Sinner-Quests left in your PDA and all your Stuff, that Weles take when you meet him first, will stay locked in the Sinner-Box, so maybee drop it off before.

I also had a lot of Mods running, so maybe if you play Vanilla, the Quests will be in order.
If you run on Vanilla, pls tell me how it worked ;-)

I had the following Problems:

The Mission where not in the right order, they where mixed up. One Mission was missing completly and i could not complete the last quest, so in fact it broke the whole Main Story, cause completing the last duty-mission is necessarry fot the Main-Story.

So atm i would recommand to stick with the Sinners ;-)

I am not sure if this is the rigth place, but i have a huge Problem:

My game started crashing when i try to access Lake Yantar.

Funny thing: I have been in Yantar bevor, i even have a save in this level. Also loading older saves does not solve the problem.
