Well, not sure myself - i downloaded and installed the latest patch and the DLL modification date is 2018.
Don't know about very fast, took me up to 5 seconds before the dll tweak. Shouldn't be my hardware either, i have a good SSD. Here's a gif to demonstrate the difference Imgur.com
UPD - checked Nexus download, and that one has it. Might just be ModDB acting up.

Improvements were made to saving speed, not loading. It's very noticeable when using a hotkey to quicksave. Any speedups to loading are unintentional side-effects :)
UPD - just downloaded the latest hotfix and i don't think the change made it there, readme doesn't include it either. Sorry if that was intentional, just thought it's worth mentioning.

I don't know if you are aware of this, but i was able to greatly improve saving times (down to ~300ms from 4-5s) by patching engine.dll to change zLib compression algorithm from maximum compression to best speed. Save file size is almost the same, around 1 mb difference. To do this, i patched three calls to compress2 - you can find them by searching 6A 09 56 68 (two results) and 6A 09 C1 F8 03 (one result) and replacing 09 with 01 in any hex editor. Or alternatively if you've got IDA, just check xrefs to zlib's compress2. So far i haven't ran into any issues, old saves load fine.

The line that causes the error is
if GetUIFloat "ContainerMenu\NOGLOW_BRANCH\BM_ItemData\StrengthReqInfo\visible"
After attempting to execute this line it prints the error and goes back to the start of the block, causing endless loop and a crash.
