There should be a game.exe otherwise your game would not run at all. Try to check again you can also make a shortcut to Diablo II.exe as well and it will work. Just not for Sigma.
Goes into Diablo II\data\global\excel\itemratio.bin
Create a shortcut to game.exe where the target is "LocationToDiablo2\Game.exe" -direct

You don't open data.win as an archive. You literally just replace the data.win in your installation directory for Undertale v1.001.
Go to "Debug Mode Latest" and download the .rar file labeled as "DOWNLOAD NOW" it's a big red button.
You need to have the .dll from Dimentio. it can be found on blizzhackers.cc or something like that. it should be a Hyperjoin.dll.
STEAM USERS: Go to Undertale's properties, then go to betas, then select "old_version_101 -", then install and the debug mode WILL work. Make sure your "steam_api.dll" is removed from your installation directory.

Well maybe he believes that the .rar file is of a better compression ratio? I personally believe that.
Use the correct version if you are not on 1.001.

One of these folders contain a file named "data.win", you have to replace it with the new one I put here.
