The only thing that is required for it is map editor. Actually, you can create maps with stealth cover without this addon, but they will not work in game if this fix is not installed.

This addon applies Health conditions wrongly: modifiers are applied twice. For example, objects have their health multiplied by 16 instead of 4. I have not checked others, except health yet.
Also there is a fatal scar error, which appears when any of "Squad Health" condition is used and prevents the game. Here is my fix for it: Mediafire.com
Another issue are balance problems. For example, Damage conditions affect only basic weapons, so special attacks, like Farseer's shockwaves are not enhanced.
A minor fix for the Chaos Stronghold. It was created after version 28 was uploaded, so it is not included.
Fixed some errors mentioned by Cortez2000:
Eliphas used speech made for Orks, when talked to the Eldar at the beginning.
Sorcerer was using icon of Eliphas when became possessed by a bloodthirster.
However, there are still noticeable wrong - many dialogues about bastion and relic are omitted. I do not know how to fix it now.
