Man, I see that they did Salieri, Paulie and Tommy. I tried a Tommy, but he is speaking a polish. If you want to say in english, you need to write in polish sounds similar to english. For exaple. If you want to say "i used to be a taxi driver" in polish sounds it like " aj just tu bi a taksi drajwer" xD I could make for you some dialogs if you want :P this is the page, on the top left you changing a table of lectors:

I can see you are stuck in a similar place as I did in this tutorial. I made contact with Mekatron. There is a person in charge of making Salieri's voice. Maybe we can work it out, and they'll do Tommy too

I just searched solution how to replace voices in Mafia definitive edition when it was realised.
I think you should just try. I installed everything in one hour. Maybe it will work for you ;)

Did you hear about Tacotron 2 and waveglow?
You can use that to clone original actors voices, and do new dialogs.
I tried, but I'm not programmer and It was hard to do that.
But people are doing that. For example, there is nice funbase of polish Gothic 1 and 2. Guys made a website where you can make every sentense speaking by gothics characters, and it sounds very nice. This is the website:
