The only files I'm using are the contents of the zipfile "test_darkplaces_settings_4_5.1.zip" and the vanilla contents of id1. id1 has pak0.pak and a music subfolder with some ogg files in it.

I went through and set each of those values to zero, one at a time, verifying after that the value was set to 0. The white textures did not change. I did a file comparison of the two bat files and there are other differences (5 the latter).
cl_decals_fadetime 4 and 10
cl_particles_qualty 1.01 and 1.02
r_glsl_offsetmapping 0 and 1
r_shadow_realtime_world 0 and 1
r_subdivisions_tolerance 4 and 2
setting5 also has +r_shadow_gloss 1

I went through all of those until I found the culprit, r_shadow_realtime_world.

4 worked and 5 had the white texture issue.
I still think it has something to do with lighting, and you'll be able to see that better in these screenshots. It's like some of the lights are getting totally blown out (super bright).

I upgraded my nvidia driver to the latest and then tested both of those releases, same issue. I tested both executables for Alpha #60 and it was the same for both on 5/6 and 6/6, the white surfaces.

Thanks for the reply and for the cool project. I'm a total noob when it comes to Q1 modding and emulation. I've got a nVidia GeForce GTX 1080. I'm using vanilla Q1 assets from the id1 folder. No worries, as the other settings look great. Just was wondering if it was a known issue with existing work-around.

Effects 5/6 and 6/6 realtime lighting result in many of the textures being white, as if the light power was set to max. Some of the surfaces look correct, but most of the walls are bright white. Thoughts on how to resolve this? Imgur.com
