Me and others would be happy to oblige! The oportunities are limitless on indiedb. You could recruit people to assist. You basically have tons of material, the tanks, the buildings... What you need, there are people to offer it!
May I suggest for you to port all of this into UDK or Unity3D and make an independent game, rather than an existing game modification? So far I've seen nothing but brilliance and I would very much like for this title to have its own place on the hill of RTS titles, rather than be in the shadow of Generals Zero Hour :/...

In general, mods were mostly free, however, funding will definitely motivate the crew to continue further, since they're not getting anything for their work except pleasure and rep (and maybe donations). Modders deserve to be paid, but getting the mods would be decreased in my opinion, since initially most of 'em are buggy.
Back in 2004, when I was a brat, didn't earn my own cash, couln't afford Half-Life 2, I only wanted the game because of the SDK and Hammer and all those interesting tools that came along. I would've done everything to get my hands on the Source SDK, and now, it's Free :)! How lovely ^^,
@Otter: I beleve it will be available, but only for Team Fortress II, not for HL2, CSS, OrangeBox...

Greetings to the honest people who answered that they pirate games because they can.
I've grown up with piracy, I thought I was buying original games. Little that I know that a newly released game could cost only 3 bucks :). I live in a country which knows pyracy only, about everything. The cinema which is 200 feet from my house got closed because of pyracy.
I personally enjoy an original disk, and have a classy case, especially if it's a Collector's Edition game or something. I'm not in a position to buy games that are a quarter from my paycheck, but I don't care, I'm patient, and I usually wind up buying a game (but downloading it 1st, to check if my hardware can run it).

Oh my god, this brings me back. The music, the sounds, the gameplay, everything :). There are certain game emulators that use DirectX 7/8/9. You could use DXRipper3D to rip the models and animations as reference and work your magic on 'em.

Of course not. The engine's been created for public use. You can use it for whatever purpose you want. No limitations. If you steal/reclaim their work, then they can press charges.

If it's socially unacceptable, doesn't make it Illegal or forbidden. Don't be hypocrites. How many times have you wanted to blew your teacher's brains out, or some kid that bullied you in school?
By removing the mod, you Acknowledge everything that's been thrown at you. I don't care if you don't like this or not, but you've proven to be idiots. If you haven't by now, go and see Daniel Floyd and his thoughts on gaming controversy. No matter how controversial it is, it is free, it can be rated mature, the opening sequence can be:
"This game/mod contains touchy subjects, graphic violence. If you've been sterilised/spoiled in your childhood or you're too delicate, delete this mod. It's free, nobody made you get this it! No re-enactments were made, everything here's fictional!", and the developers would significantly shield them selves from lawsuits. It's a free mod, it's not advertising, it's not enforced onto people. What's the big deal?
We've seen looots of mature rated movies who touch the subjects of mass murder, rape, incest, terrorism, genocide and other delicate subjects. Most of the movies win oscars, but when a game touches those topics, it's instantly attacked. Gamemakers are not toymakers. Mature people enjoy gaming experiences too, and a video game is the most ultimate experience! In books you read it, in movies you see it, but with video games, you read, see, listen, direct, you live that experience in a way, and I say bring on the most controversial games, I'll buy 'em and spread the word (But make a good plot and gameplay).
Using BitTorrent would be a Good Idea if the users would contribute to the seeding process, but there's always the possibility that someone will kill the upload rate while downloading and delete the download after it's been downloaded.
What about the free hosting servers? Mega Upload can hold big files, and on Rapidshare the files can be parted into 200MB parts.
Why doesn't just FileFront ask for donations. I'm sure we would gladly help even with 10 bucks :(. Guess it's too late for that
