They run only when a rat would run ( or maybe they're even too brave for rats ).

They seem pretty balanced to me. Weaker than almost all of the other regular infantry units, cheap, but not dirt cheap, with quite a due price. You can train and lose more of them than ,let's say, halberdiers, but you need either recruit hordes of them or properly manage the composition of the the army they're in and use them efficiently. And unlike vampires with their free to upkeep and recruit skeletons, you can't produce them without end even with rather strong economy ( at least I couldn't ). I'd rather they rebalanced their units tbh.

The Ratmen are quite self-sufficient in terms of technology as the lore goes.

Can they fly over obstacles such as walls, buildings and higher ground?

Not sure if you can. Their units appear to be scattered throughout the chaos factions. This does not mean you can't have regiments formed entirely of beastmen, however.

Either of them can be surrounded by some skaven slave pikemen, while being rushed by rat ogres, burnt with warpfire throwers and headshotted by jezzail teams. My skaven expeditional armies have all of the aforementioned units unless they're decimated xD.
