Thay haven't teamed up cause of first HL. After the withdraw of main HECU forces in start of "Forget about Freeman" although this and next chapter (Lamda) you can see some army which resists you (and even one abrams tank which left behind (I never thought that US army will left an Abrams behind:-)))
