Valve has been doing this for years with CS:GO (skins, sprays) and TF:2 (skins) but no one batted an eyelid. It has even become accepted for a developer to charge for skins and sprays in games while offering zero mod support. Skins and sprays were freely modded in by the community, now games are locked down to prevent modding and skins and sprays are purchased. We're lucky Bethesda allows us to even mod the game ourselves given the way the industry has changed over the years, and I find Bethesda's Creation Club overall a lot less scummy than Valve's paid skin and spray nonsense.
