There already is; everyone starts as "Human" culture. The assimilation killed performance otherwise.

How far were you able to play it? My best playtest to date got to ~1861 before it became unplayable.

Glad you're interested in it! There should be a version ready for download, but your phrasing makes it sound like it's not visible. I'm a bit new to the moddb thing, so can you confirm whether it's visible on your end?
