For starters Desert Punk never had a proper sequel so Id say the mod would be essentially 2 games in one. One would be the classic Fallout sandbox like semi linear gameplay where the player creates his or her own character.

The second would essentially follow a more linear story path where the player follows the exploits of Kosuna after the last episode in the anime where she more or less becomes a free lance indie mercenary like Kanta AKA the Desert Punk was. The story would revolve around random and original events that would be fluid enough to fit with just about any story or plot of any animated sequel to the series.

the gameplay would be similar to classic fallout but with key visual differences. For example the pipboy would be replaced with various types of backpacks and the bullet time like VATS system would become a speed up motion blurred visual reflex where after picking the targets the 3rd person view attacks would be speed up "slightly faster than normal gameplay" to imitate an adrenalin rush associated with reflexes and fight or flight behavior. And yes depending on the players stats instead of a super human bullet time your character may simply decide to run away if the odds are stacked against you.

Also most of the weapons, props, & models in general would be easy to find as any modern item can be incorporated into the mods setting. In the anime and manga anything from the FAMAS series to Generic AKs to G3 battle rifles were used and all we would have to do is make what every we find look old and used looking for a proper post apocalyptic feel while special factions in game like the government forces would have shiny clean looking state of the art surplus gear while the rest of the factions would have cheaper less reliable usually home made or cloned gear.

the real major challenge to such a project would be custom animations and vast extensive mapping projects to recreate areas from the series as well as some original areas. Voice acting would be a major issue to especially for the original characters as at bare minimum the original English dub voice actors would be required.

But yea that's all I got for the moment :P Need to go through a couple more one hitters before any more ideas come to mind @_@
