Nope, not a mall. It is certainly a large hall, but the red things to your right should give you a clue.

I hate getting a row top locker, I can never reach it then...
The only option is to beat everyone up, then climb on their bodies to reach the locker. Or swapping it with someone taller, that's cool too.
