To The Right of Joe Wheelers Bunker just above Fort Kohai is a small house with two people there. Connie Reed and Toby Reed, Toby Reed Offers you a quest, however I recommend you don't do his quest, instead kill connie and Toby will surrender, he is a decent farmer which Is quite nice to start off with. But, before killing Connie and going to war with them, go see Ed Hutchinson in Fort Kohai He offers you a quest, where you have to take a book to connie, go back to him and collect your reward, then kill connie and enslave toby
