This and previous photo shows same characters. When everyone else moved, about Golden Freddy... His eyes just glow. :P
...I just checked both screenshots and all the characters are on the same frame of animation...In both screenshots...
(correction, N.Bonnie is the only one in a different frame.)
Open both in different tabs and compare. They are obviously moving. Only not Golden Freddy, he's just glowing his eyes.
