Why can't I report private users? Thread

There's a certain user I want to report for harassment and inappropriate comments but he's set his profile to private so I can't. Why is there no report option on private profiles?

Same issue here that I encountered someone harassing and viciously commenting/rating against my posts. How can we report his account and alts? Or at least offereing an option of blocking particular users?
