HD 4K Extreme Textures With D3D11 No s3tc Thread

After installing in Unreal Tournament99 the HD 4K Extreme Textures with D3D11 Renderer, neither the Unreal Tournament .ini nor the Preferences section contains the option to Use S3TC textures, like it used to in D3d9 or in D3D8 or in OpenGL. Is this by design and is this as it should be. I'm simply somewhat confused by this missing s3tc situation. Can someone enlighten me?
