Tachyon Wars client 1.1.13 English file

Mainly bug fix release:
* fixed crashes on design screen when new music track was about to start
* fixed crashes on video playback
* some music issue.. with older/bad sound card drivers.. if you have issue with sound: try "software_sound=1" in client.ini.
* some animations, write what you think about those.
Server is up & running, welcome! Post on the forum any issues you may have with the client. Posts like - "I didn't understand what to click" is acceptable too.
