[OLD] Jera Ideology Alpha a0.18 file

• 
  Add focus tree, it is not yet fully functional but most are already effective.
  I have a lot of trouble coding correctly (not knowing how to make code at the base) and so the focus tree takes me a lot of time. I am learning on the job as I go along and I will really need help.
  Adds events with effects.
• The addition of flags as well as portraits of leaders for the Jera ideology on each country has been done.
• I also changed the flags of each country for ideologies other than the Jera because it seemed more appropriate, more enjoyable for the eyes and for some getting closer to reality.

Sorry for our English friends but the english version will come later. I remember that being French speaking by birth, I have some difficulty in English and I prefer to do something correct when I have the time to do it well.
